Fleet Manager: Full-Time

JOB SUMMARY

The Fleet Manager is responsible for planning, directing, managing, coordinating and supervising the programs for acquisition, administration, assignment, utilization, maintenance, repair, replacement and disposal of city-wide fleet automotive vehicles and specialized equipment to provide a cost effective, safe and reliable fleet services to all City Departments.

 

ESSENTIAL JOB FUNCTIONS

  • Plans, organizes, assigns work, supervises, trains, reviews, and evaluates performance of subordinates in the repair and maintenance of a wide variety of Municipal fleet vehicles and specialized equipment.
  • Develops and recommends policies and procedures for the efficient management of the government fleet vehicles, equipment and software systems.
  • Establishes and oversees data-tracking practices including: fleet mileage, repair requests, fuel management, vehicle replacement rates, inventory, operation and maintenance rates.
  • Determines, schedules, and coordinates purchase and retirement of fleet vehicles and equipment.
  • Develops and implements goals, objectives, policies and priorities to identify opportunities for improving Fleet Services and works with department leaders to implement improvements.
  • Works with the Claims/Administration Coordinator regarding estimates for collision damage and repair.
  • Performs mechanic work regularly to maintain reasonable fleet work order turnaround times.
  • Drops off vehicles at dealership as needed.

 

SECONDARY JOB FUNCTIONS

  • Performs other related duties as assigned.
  • Works with mechanics on projects as needed.

 

FISCAL BUDGET RESPONSIBILITY

  • Oversees, directs and participates in the development and administration of the assigned Fleet annual budget; participates in the forecast of funds needed for adequate staffing, equipment, materials and supplies for replacement; performs cost-analysis, authorizes and monitors expenditures, and implements adjustments.
  • Prepares specifications for purchase and analyzes bids and recommends purchases.
  • Establishes and manages a preventative maintenance program for all City Fleet.
  • Orders supplies and parts as needed in order to maintain a good inventory.

 

QUALIFICATIONS

Education:

  • Work requires broad knowledge in the mechanics and fleet management profession. A degree in automotive technology, business administration or related vocation training will be considered.

Experience:

  • Five Years of progressively responsible vehicle and equipment maintenance experience including at least three years in supervisor or management role; or any equivalent combination of education and experience, equivalency to be determined by the City.

Licenses or Certifications:

  • A valid state driver’s license.
  • Certified Automotive Fleet Manager (CAFM), or ability to obtain with 1 year of hire.

Special Requirements:

  • Bilingual: Spanish and English preferred.

Knowledge, Skills and Abilities:   

  • Ability to respond to emergencies and work evenings and weekends when required by special circumstances.
  • Knowledge of diagnostic and mechanical methods, materials, tools and standard trade practices of the automotive and heavy duty repair industry.
  • Advanced knowledge of computerized Fleet Management Software applications including GPS, replacement and fuel management systems.
  • Knowledge of the installation and removal of emergency public safety equipment such as mobile data terminals, power supplies, radios, lights, sirens and antennae in all types of fleet vehicles including land, air and water.
  • Knowledge of principles, applications and physics of analog and digital electronics related to light and heavy equipment
  • Knowledge of theory, principles and practices of vehicle fleet cost control and preventative maintenance programs.
  • Knowledge of accounting principles, financial record keeping, and advanced analytical skills to perform cost/benefit analysis or employee other relevant financial tools for decision making.
  • Skill in tracking and analyzing vehicle and equipment costs and usage patterns.
  • Skill in reading and comprehending technical shop manuals, manufactures specifications, and troubleshooting guides used in the installation and repair of equipment.
  • Ability to communicate effectively and establish positive and productive relationships with co-workers, managers, customers, contractors and suppliers.
  • Ability to apply technical solutions to day-to-day problems with a thorough understanding of both customer and technical issues to promote cooperation.
  • Ability to research, understand and interpret to others information in complex technical manuals.
  • Ability to drive a vehicle.


 

TOOLS AND EQUIPMENT USED

Motorized vehicles, power and hand tools, and vehicle jacks, hydraulic lifts, air tools, electronic vehicle diagnostic equipment, personal computer, multiple computer software systems and applications, calculator, telephone, fax machine, copy machine, portable radio and other tools required for minor repairs and routine maintenance of motorized vehicles.

The employee must frequently lift and/or move up to twenty-five (25) pounds and occasionally lift and/or move up to fifty (50) pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.


 

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration.  The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.  The work is performed in an office environment, outside and in a vehicle when needed. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.  While performing the duties of this position the employee will be exposed to direct sunlight on a regular basis when out in the field.
